A scan file with a comparable level of accuracy (depending on the level of detail) and physical measurements or close-up photos of the critical features/details will be helpful when reverse engineering and accurate model.

Yes, it is possible. However the photos need to meet some criteria. Absolute measurement for each photograph is compulsory for correct scaling of the image. Orthographic photographs including front view, side view and top view should be included to proper alignment of the model in the modelling space.
